When you see the whole video, it's obvious – he's been kind of buddying up to some of the cops in the past, but recently has done some "auditing" and been publicly critical of a few – so this was an intimidation session. There boss comes along to add to it, if I remember right. Bunch of small town, blue line gangbangers.
