Declaration

On August 1, 2023, I was working as a detective with the East County Special Enforcement Unit. On this date, I was informed by detective Captain Lynch of information he received pertaining to a possible shooting. Captain Lynch provided me the details and the telephone number of the individual who came forth with the information.

On August 1, 2023, at about 1730 hours, I contacted the reporting party who wished to be named anonymous and therefor be identified as a citizen informant (CI). The individual did not want monetary gain or anything in return. The following is my telephone conversation with the CI.

About two or three weeks ago the CI was approached by (P) Martin Glenn. The CI had known Glenn for about 10 years and considered Glenn a family friend. Glenn asked the CI about silencers for firearms, body armor and how to obtain a CNC machine. The CI became suspicious and asked Glenn why he wanted to know about these items. Glenn told the CI to look up the name Ryan Gerrard. I had prior knowledge that Gerrard was arrested in June 2023, by the East County Directed Enforcement Unit for possession of firearms and body armor. Glenn told the CI that he and Gerrard had planned to shoot up the Four Seasons Hotel in Westlake Village. The CI told Glenn to leave immediately and since then has not seen or spoken with Glenn.

The CI described Glenn as having mental health issues and was possible under the influence of a controlled substance during their conversation. The CI believed Glenn had a rifle in his possession based on the fact Glenn had shown the CI a picture of a rifle in the past. The CI knew Glenn to live in the Thousand Oaks area.

Based on this information, I believe there is reason to believe that Glenn possesses a threat in the future to the public and therefore should not be able to possess a firearm, ammunitions, and other firearm accessories.
