Statistical trends don't just randomly not apply to a couple cities just because. It's highly likely if the proper data was released, it would match the overall trend pretty closely. But additionally, the police are incentivized to show worse crime statistics, because rather than criticizing the police, the result of such statistics is pretty consistently an INCREASE in funding. In the case of FBI statistics, there's nothing wrong with using them to highlight national trends, provided the database hasn't been subverted intentionally (think Vietnam war body counts) by certain political administrations or selectively culled by special interest groups. Unfortunately, for the average media consumer, these distinctions probably go unnoticed… or should I say, these distinctions are intentionally withheld.
