There are only two ways to keep business in these cities where crimes are not convicted: 1) start convicting people for theft and impose hefty fines and/or jail time on top of repayment of stolen goods. 2) all entrances are locked and you can only be let in or out by an employee. no receipt, no exit. either leave the stuff or call the cops. Obviously they can be manually opened if there is a fire, so I will nip that argument in the butt.

    It is sad, but the thieves are doing to the neighborhood AND sadly if citizens step in to stop a thief, they are arrested or given a citation for interfering.
