While Maryland lawmakers consider how to address growing issues of juvenile crime and whether young offenders face consequences, others are voicing wider concerns. They met at the Forest Park Golf Course in northwest Baltimore, not to play golf or for relaxation, but in an effort to find solutions for crime involving both juveniles and adults. Attendees, who came from Maryland, Virginia, and Washington, D.C., consider themselves a silent army but hope to have a boisterous impact. Some attendees are current and retired police officers, while others have backgrounds in public safety, parole and probation and juvenile services.
