There are unconstitutional laws against panhandling. Important qualification.
It's obvious both of these cops have the wrong mentality to be in what is supposed to be a service profession. The problem with policing is people in that profession many times have gotten drunk on authority and no longer care to serve the public. They only want to impose their will on them. This was a good example of that very thing. Have they used their eyes then they'd see there was no panhandling going on and they could have gone about their way without even making contact with this individual.

The United States Constitution says that panhandling is 100% legal in all 50 states of the United States just because of State makes up their own walls and ordinance about panhandling does not mean that it is a legal law anything that contradicts the United States Constitution is an illegal law and is not a law in the first place and you do not have to listen to it
