These Officers are American Terrorists
He can demand ID if you're being issued a citation, or else if you don't he'll have to arrest you because a citation can't be issued and you committed an offence – at which point you'd need to provide ID or it would be an separate offence.
You only don't need show ID when detained if they don't have RAS of crime (which this officer said he did i.e., violating a city ordinance).
I believe the cop is wrong, but I would love to know the outcome.
