Under Washington State law, the Siberian Tiger did not come close to interfering with the police officers. Immediately prior to Officer Sharp stepping between the Tiger and the detainee to interfere with their conversation, the Tiger had said to the detainee "sir don't give him anything." As Officer Sharp stood between the Tiger and the detainee, said "you can film, but you're not going to tell him what to do." Officer Sharp was out of line. Under Washington State law, it was not an offense for the Siberian Tiger to advise the man not to give the police officers anything. Officer Sharp should have kept his mouth shut and not interfered with the conversation between the Tiger and the gentleman being detained. Officer Sharp then persisted in unlawfully depriving the Tiger of his First Amendment right to freedom of press by blocking the Tiger's camera from recording the detainee. The Tiger in no way violated RCW 9A.76.020(1) Obstructing a law enforcement officer, which provides that:
A person is guilty of obstructing a law enforcement officer if the person willfully hinders, delays, or obstructs any law enforcement officer in the discharge of his or her official powers or duties.

By telling the guy what to do and what to say, he can be charged with practicing law without a license. He is acting like a lawyer, giving advice. If a licensed paralegal; did that, that would be a violation.
