31. Cop departments should have to pay the payouts out of their budget and/or the individual cops should have their own insurance, just like dr's !! Things won't change until the voters of these county/state officials get the message that it's the voters money going to the payouts that the cops cause. Its their taxes funding the police rather than the money going to other services they need. Vote out the officials that don't hold their police force to task – local elections are *hugely" important to effect change.
