  39. Some of the cops have always operated this way, and have an expectation that most citizens are unaware of their rights. Further the laws do not forbid an officer to say or commit actions that may lead to a citizen acting against their own interests during an investigation. There is a line, certainly, and often it begins at physical contact. In most cases, an officer should be very comfortable deescalating most interactions, as it will lead to better outcomes and more communication, which is what yields the best investigative outcomes.
