3. I would pass my concealed carry permit with drivers license and registration. They already know anyway, when they run your plates, at least in my state.

4. No. Your tag tells them that where i live(West Virginia) . The only function for the permit these days is faster NICS checks(no need to call NCIC with CCW permit when filling out 4473 form) and carrying outside of West Virginia. Within the state, Constitutional Carry is the law, you do need a permit for open or concealed carry here. Castle law, Stand-Your-Ground, Defense of Property, innocent third-party defense are all a thing here and has been for a very long time and will remain so long after I'm gone.

   If you dont drive, best you can do is hand your permit along with ID so you dont say "gun", officer might cite "officer safety" and bad things after. No permit? could say you are exercising your 2A within the law and take the word "gun" out the equation. If he understands, follow instructions.

   They usually ask me after pulled over and roll my toll booth window down (1983 DeLorean) and ask for license, registration and insurance. They run my tag and ask "Are you carrying Mr. MacCarthy?" I usually say yes, answering honestly. They ask where, i tell them. Normally is left alone after that. Once in a blue moon, they put it on the roof of the car, take care of business, ask about the DeLorean and free to go, often told not to load back up until they're out of sight.

   Per one officer, I'm one of five DeLorean owners in WV and one of two that are black.

14. Given what happened to Philando Castile when he told officer Jeronimo Yanez that he had a lawfully-carried gun, I would NOT disclose that fact, even if the law requires me to do so. Such a law puts my safety in jeopardy.

There was a man who was convicted and lost his CPL and charged with a crime for not telling a police officer 40 seconds after the engagement started. 40 seconds later, he willingly told the police that he had a concealed weapon on him, and they still charged him….

22. In NY State , The Licence Plate reader system Tells the Cops if You have a Pistol Permit , So they might ask You .
    It also tells them if You are behind on Child Support , if Your Car Insurance is up to Date and anything else related to the car / Driver its Registered to .
    I learned this from the Niagara County Sheriff .
