Crime is an essentially contested concept.
There is no universally agreed definition of what a crime is. 
However, the most straightforward way of thinking about crime is to look at it in terms of a legalistic perspective – from this approach a crime is an act which is illegal. 
The word ‘crime’ is of origin ‘Crimean’ which means ‘charge’ or ‘offence’ Crime is a social fact
Nevertheless, the simple definition is that:
An action committed or omitted, which constitutes an offence and is punishable by law is a
crime. Crime is an unlawful act that is forbidden and punished by the State or the law. 
In other words, anything which is injurious to public welfare is a crime.
