If you’re ever speaking to a cop, NEVER give them a fake name. It’s a misdemeanor to give an officer a fake name, and possessing a fake ID could end up in a felony charge. It’s just not worth it, especially if you committed a crime and are under arrest.
Cops almost always figure out someone’s real name, and they will rack up your charges. It’s always better to just give your name, even if you have a warrant. You will only add on your charges and prolong your arrest.

So I understand that in some states simply being detained is enough to demand ID and when being lawfully arrested you'd be legally required to identify in any state but are you seriously suggesting that witnessing a crime would be enough to strip you of your fourth amendment rights?

The cop came up to me when I was walking on my street and he acted like an arrogant a hole and kept trying to get me to give him my ID and I kept saying no and finally he left.

Doesn't failure to identify only apply upon arrest IF at that point you choose to continue to provide false information? If a cop comes up to you and you aren't being detained, you're not obligated to identify?
You messed up your argument there completely. It is perfectly legal to give a false name and false information to an officer. If the conversation is consensual. You did a bait and switch with your argument. You were speaking about a consensual conversation and stating that it's illegal to give false information to an officer. And then when you finished up, you said if they've lawfully detained you a lawfully arrested you, then you can be cited with failure to ID. You can only be sighted with those things. If you're lawfully detained or lawfully arrested. I can lie to a police officer all day long and not get busted for it if we're just having a conversation fair enough
