So Cal Deputy here: YES, he can be detained on the grounds of reasonable suspicion. And NO, the police can’t be sued. Cuff him, find out who he is and take the cuffs off later if you have to. I’d definitely not allow him to just stand there filming acting belligerent.

I do the other person the way you’re acting is suspicious. Furthermore all it requires is for them to somewhat describe you and it’s reasonable suspicion. Just talk to the cop
