Government employees are not bright people. After all these years you would think the post office would send a letter to every employee regarding the first amendment. Maybe they should try EMail, it's more reliable. Why don't they call the postal inspectors, their own law enforcement agency.
All public employees and all law enforcement employees and all judges should be required to take continuing education classes on local and Constitutional law Period.

JTown shouldn't have mentioned "education" to them. Just like cops, they don't want to KNOW the rules and regulations. They want to ASSUME the rules – because that lets them make up rules that don't exist and enforce those instead.
Unfortunately for the postal employees, they DON'T have Qualified Immunity to be able to claim "I enforced the rules as I *believed* them to be." They probably were trained ABOUT "Poster 7" at some point and are expected to have read it and know it. They probably "signed off" on that training.
