5. neat crystal clear in all aspect, except I dis agree on the word inquiry and enquiry as per 2 (g) it is a exercise of judicial magistrate beore commencement of trial. the same word inquiry is to be used by Special Act authorised officer conduction quo inquiry officer, where the word inquiry under article 310 and 311 domestic enquiry since they are departmental officer
