17. सरकार द्वारा ब्रिटिशकालीन कानूनी दाँण्डिक व्यवस्था का निरस्त करना अति सराहनीय कार्य है। पुराना ब्रिटिशकालीन कानून केवल शासन चलाने के लिये वनाया गया था। जो ऐकतरफा पुलिश को अधिकार देने वाला था। मेर मानना है कि सभी अपराधियों को जो इस पुराने कानून के तहत जेलों में बन्द हैं या सजा भुगतरहे हैं उन्हें दोषमुक्त कर रिहा करदेना चाहिये। केवल केवल देश हित में ।
