2. Streaming vs Television: Symantics. We all know the spirit of the law because streaming wasn't out when TV became commonplace. In NY there's a law from the 90s forbidding any moving or still image from being in the view of the driver, even if it's the passenger watching/looking at it.

6. This is where "spirit of the law" applies. You can argue for whatever loopholes you want, but judges can simply ignore it and follow what the law's intent was.
   In this case tge laws tgat apply to texting and driving would still apply because you're actively using a device rather than operating your vehicle.

   An equivalent could be:
   You make a pizza shop that sell "artistic edible gluten disc" to avoid restaurant regulations, but obviously tge judge can just say no you're acting as a restaurant therefore must follow regulations.
