It has nothing to do with the question! It has to do with business dynamics. Yes you want to keep the product employees! The question they asked might be good but is shallow of that is the only question! Likely it was wrought with mistakes. Nevertheless, as companies grow the less productive they become! Reducing the staff sure will have some shorter term benefits but ultimately the organization will settle back into a standard productive output! They key is for b the company to continue to develop efficiently with productive Human Resources!
During WW2 there was an office in DC with many employees. It took them all day to get their job done. As the war went on more and more of the staff was drafted. They got down to a handful of people and they were done before lunch and spent the afternoons golfing.
So long as you aren't gutting a department then making the remnants do all the work of those lost this is a very viable option for some businesses.
